if you're unfamiliar with Ron Lipton, he's a former amateur boxing champion, a boxing trainer, and has also refereed at the highest level of boxing. Famous fights in which he was the third man in the ring were Tommy Morrison vs. Razor Ruddock, Ray Mercer vs. Evander Holyfield, and Steve Collins vs. Chris Eubank.
Lipton also holds a black belt in judo.
In this video, he demonstrates techniques that help strikers punch really hard, and provides commentary as he goes along.

His description of the forearm turn/hip swing is very similar to what is found in Edwin Haislet's "Boxing".

There's definitely something to that "roll the shoulder over the top" thing. I tried it last night on the heavy bag and there was a notable difference in power. I'll see how it meshes with kicks next time I spar.
