This morning's news was that Rudy Eugene left his girlfriend's house for the urban fest. His car broke down, at which point he started walking. While walking, he began stripping down. The attack commenced once he was already naked.

He first started punching Poppo until he was unconscious. It's unclear to me whether he stripped Poppo before or after dragging him by his feet. Then he commenced with the faciaphagia (my term). The attack went on for 18 minutes from first punch.

Unclear at this point if Poppo will survive, but a local facial reconstructive surgeon says there's a good chance they will be able to rebuild him to "near normal."

I saw a pic online of the guy's face once he got to the hospital. Pretty much exactly how the cop described it. Eaten from the hairline to the chin.

There was a low wall separating the sidewalk from the street which probably prevented people from getting a good view of what was happening when they drove by. It looks like the bike rider came by in the beginning before the attack really commenced. That would explain the response time.

The first cop to arrive had no idea what the **** was happening. He didn't have his weapon drawn, and you can see the point where he realizes what's going on and draws his weapon. Most likely the police just got a call about a drunk naked man.
