Yep - it's riddled with misquotations and statements taken just slightly out of context. I'm 99% sure that Devon Boorman, to whom that quote is attributed, didn't actually say that power-lifting only develops the arms. It's the snakes-and-ladders of mainstream media exposure, though; you're entirely at the mercy of what a reporter thinks you meant.
