There are just a lot of problems with the test method.
First question is are they only able to do 20 pushups (as in they physically cannot do one more push-up).
Better tests for actual strength are maximum bench press.
Then there are other types of strength. One person may be able to move a lesser weight more times (muscle stamina), or may be able to move a weight faster than the other (explosive power). To see examples of these discrepancies, just watch teh World's Strongest Man competition on ESPN. You'll see guys that can lift more weight than their opponent just once, but then they suck when it comes time to move the Atlas stones. -

Not always , see Dochtor's post ... The way that a person is built can hamper them in putting up more/less on the BP . The shorter a guys arm is , the easier it is for him to "Achieve Lockout" . A guy with the same Muscle , but arms that are 6" longer won't be able to do the exact same Max Bench as the guy with the shorter arms , even though they were exactly of equal strength , because he would have to hold the contraction over a longer distance to have "done" the excercise . -
