I'm a newb crappler too, is it bad etiquette to use a forearm across the throat when in someone's guard?

I remember someone pressing elbows into my eyes and the side of my nose, and kept pressing his chin into my scalp, so I rubbed my then shaved head into the fucker's eyes.

Not at all. Handing your arm to someone is considered as a gift.

Covering someone's mouth and nose with your hand (which is illegal in most or all[?] grappling arts). For the record, finger locks (also illegal) tend to solve this problem.

It may not be bad etiquette but it is bad technique, throwing your arm out like that is a great way to get arm barred and your almost never going to be able to get any sort of choke on.

In my first few months of grappling I thought throwing the arm across the throat would work, it did against other beginners but as soon as I tried to do it to a more advanced student I was in arm bar land

You're question should read, "Is it bad form to let my opponent arm triangle while inside his guard?" because that's what's going to happen most of the time.
