One question to the Americans here (or those with knowledge of U.S. law) - the article said that the victim declined further actions. Are there still going to be legal repercussions for those asshats?

Basically the report will go this way:
1) The woman's estate (although it seems doubtful she has one) can choose to pursue the matter civilly (as a tort) and sue them. This would basically just be to get reimbursement for damages caused to her.
2) There was a crime caused, so no matter what the police will be involved and seek punitive measures, hopefully including restitution and prison time with inmates who have seen this tape.
