Getting handcuffed doesn't mean you are arrested. I've been cuffed at the scene of altercations before. Once the story gets straightened out they let you go if they aren't going to formally arrest you. Thats why you need to cooperate with the police. Handcuffs aren't the end of the discussion. They can legitimately be the beginning. The dude in the orange shirt was probably cut loose after some explanation.

OMFG the Phil Elmore clips in this thread are stunningly bad. I had forgot just how terrible he is. It also looks like he has managed to get even fatter and more beady eyed.
