Because he doesn't have the fucking balls to take on the USJA rank fiasco himself.

He's a bitch, because he's a devious manipulative little slatten who lacks the courage of his convictions to take on the USJA on his own and so plays people into taking up the battles he should be fighting, but is too much of a soft cock to fight himself.

If he had two balls to rub together he would have gone to the USJA himself, he would have tried to instigate an ethics comittee investigation.
