I'm not saying at grappling range you don't and striking options and vice versa but they're defined by your options. When you have a full arm-length between you and someone else you have all the options available to striking but have limited grappling options (take downs and such) and at chest to chest you loose a lot of your striking options (punches, kicks, evasive options) but gain quite a few grappling options (positioning & control, submissions etc.).
TL;DR: The ranges defined as striking and grappling are not whether you can or can't strike/grapple but what your options are for using striking or grappling. -
