Taking the blurry image that Lazaro originally posted on his site (that WhiteShark thankfully saved :-D):

I did some BASIC image analysis. The result is this:

In the image above you can see that, around the text and graphics, there is a tapering of compression artifacts (little blocks and noise) that extend into the white background. This is normal for JPEG images.

Now, look around Lazaro's name. To the left and right, there are strange artifacts as pointed out here:

If this was an original image, those artifacts would be closely grouped around his name, not spread out as we see above. There is also a strange artifact to the right of "2nd Degree Black Belt" but that one is not conclusive.

My conclusion right now is that he found somebody else's certificate and modified it...

If you look at the photoshopped image, you can even see the different skintone on the wrist. Not only an obvious fake, but a bad, lazy one.

I decided to translate his name for shits n giggles, just to see if there was any kind of bullshit hidden in there. Bueno, obviously translates to Good in Spanish. But the first name, Lazaro, ended up being something of a laugh. According to www.spanishdict.com, Lazaro translates as follows:
1. Lazar, a person deformed and nauseous with filthy and pestilential diseases. (m)

Not just funny, but fitting.

Besides what has been mentioned before about this certificate (about it not being found on the DHS site anywhere), it should also be noted that the Department of Homeland Security was not formed until November of 2002.

Anyone can register a style they made up and are the head of. There are only a few possibly fraudulent certs on the site. One is the BJJ cert that he suspiciously took down. Another is that ridiculous DHS cert.
