Dunno, don't think its any less efficient in terms of applying strength for result or requires anymore strength. Although its entirely situational that one was probably pretty effortless as he truly got the debana and it was a genuine Kuruma waza, whereas a lot of Kata guruma tend to be more of a squat than Kuruma waza. Opportunities to use it, depends on how good at it you are, but as Josh Resnick points out on JF if uke's leg had been outside of tori's then it probably wouldn't have been ippon and they would have been able to twist out.
Also the grip is highly unusual and not easy to obtain and quite situational.
