I'm guessing it's because it hadn't been confirmed to be rabid at the time the report was filed. My experience with that type of report writing is that you never ever ever put opinion in, even if it's something that seems obvious. I'm surprised there wasn't a line about the raccoon allegedly having rabies. The line about a punt suggests a cop with a sense of humor, at least.

Even in my brief stint as a security guard, we were told to never ever ever put opinions in a report, no matter how obvious. If you came across someone with a big lumpy arm that is obviously broken it is an "injury" until a doc pronounces it broken. Similarly, I could see that the raccoon was foaming at the mouth and aggressive, but no one says "rabies" until the tests come back.
