Not really, I'd say timing plays a large part on the effect your punch has on your opponent but not on the power behind the punch itself. A powerfull punch with bad timing might miss or barely graze your opponent but the power behind the punch would still be there. Likewise, a weaker punch with great timing can knock your opponent out, but that still doesn't make the punch itself a power punch.

In CLF there's a number of different ways that power is generated for a punch:
1. Twisting- twisting the waist to incorporate the torso and get more extension.
2. Stepping- moving the whole body forward in space, and using this to add weight and momentum to the punch, and achieve proper distance
3. Crunching- using the core muscles to get the best power and body geometry when hitting (think uppercuts).
4. Sinking- lowering the bodyweight when hitting to be more stable and/or to add more weight into the strike
5. Tensing- the fighting stance should normally have a minimum of tension, but when striking, brief tension can assist the power. For example, making sure the wrist and fist are solid on impact. Also, breathing out when you hit, which tenses the diaphragm for a moment.

It seems that what he's describing is the components that make up powerful techniques, which is different than "describe how to generate power for a punch". I stand by my answer.
