    There seems to be a refereeing convention that ude garami is an attack on the elbow. Even though it obviously quite often isn't.

    I'd say its quite obvious an attack on the shoulder joint, the concept of the technique is aimed at the angle/movement to manipulate the shoulder joint, not so much the elbow.
    why shouldnt it be allowed?
    it doesnt make sense to me.
