Superhero street fight
This is the first time I've ever heard of somewhere being referred to as a "Combat State." Must have been an awkward situation for the police. How does the police report work for that? "I attempted to calm the two suspects down, however they were adamant in continuing to pursue to fight one another. As the two engaged each other, I took over as 'Street Referee.'"
Also, where was this alleged cheap shot the then shirtless guy kept yammering on about? I don't support Phoenix Jones or his vigilante ways, but from the looks of it he beat Mr. Orange Shirt fair and square. -

It's actually called "mutual combat." In Eugene S. Robinson's "Fight," there's an account of a BJJ student who kills a man but gets off on any charges because the fight was deemed mutual combat.This is the first time I've ever heard of somewhere being referred to as a "Combat State."
By the way, I highly recommend that book.
