If you are going to teach children, there should be no area where you are with a child out of view.

I read the article, and the child in question is 4. Where were the parents? The child was taken to a closed off area..if that was my child, I would be standing right next to my kid. "What happens over here? Why did you take my child over here?.. I have a 3 and a 2 year old, and there is no way I would leave them alone at a dojo. I am not blaming the parents for a miswired human, but, 4 is real young to be leaving alone at a dojo. Even at an older age, I would be there, with my children, the big reason to make sure they were getting proper instruction and respecting their sensei. I feel terrible for the child, but, as parents we need to protect our children, even at a dojo.

As the father of a 7-year old, I agree completely. Although I encourage independence in my child, she's not of an age where I would expect her to receive MA training of an effective sort, and I would not find it acceptable to have her in a non-public area with another adult if I could not be present. Even at her pediatrician, the doctor says 'this is only okay because your mom / dad is here' when she has to do anything that involves disrobing.
