The muscle growth will be minimal but....
You will get used to putting more effort to move the same speed, therefore when you get return to another lower resistance medium you will be used to expending that amount of energy to move the same distance. Your feet will be faster.
Trust me! I've used ankle weights! After you take them off, you kick a bloody lot faster.
