Also, to add to the actual thread. I'd like to also put in a vote for kicking the lower portion of the heavy bag, and not just once or twice, but several times a week and i've heard suggested 100 odd kicks as a good number.
Even after a couple of kicks you feel your shins acclimatise and would hope that by simply keeping on top of it,as you would any other aspect of your training, your shins would maintain some kind of conditioning.
My shins are ugly but they're tough as nails thanks to the fact that I played soccer back in high school. They took a beating.
My point is, have them take a beating. I agree with the suggestion above to hit a heavy bag.

You realize people die from blood clots from kicking random objects with their shins.
Mimic the pros. They wear heavy ass leather shin guards in, practice.
