if you're trying to get your abs 'cut', then Having low bodyfat is more important than getting lots of muscle. (if you are speaking of being asthetically pleasing) A really skinny person with moderate amounts of abdominal muscle will have "six pack abs' before someone with high-mass, powerful abs with higher body fat. But, if you are just looking for performance, than, why would you try to get to that point anyway? You can have 'up to par' abs even if they don't look especially raw.
