I would say it is Hari-Goshi (sweeping hip).
This is one throw that comes on easy for me. Its a good one to use if someone has grapped you by your rist or arm and is shoving you forward. You step back, pull them into it and its done.
I also like this because its a quick one to do and your opponant can't see it coming as easily as a standard hip throw.
