Actor certified in stage combat means she's graduated from a stunt school where they teach on screen/stage fighting. It's the certification for all the punks who get the crap beaten out of them in action movies.

Can somebody tell me what the hell an "actor combatant certified in stage combat" is?

Actually, you don't even have to attend stunt school. Many actors take a class in college that may include "stage combat." Then they think they can perform fight stunts.
