Steam is not the fuel. It is a medium for energy transfer. "Steam engines" use a fuel like coal, oil, or uranium.

Every electrical power plant I've been to uses water to drive turbines (steam or water..head driven). I've never been to a wind farm, but they are popping up in the western part of my state.
I think it'd be pretty cool if developers started making housing editions electrically "zero net usage" by implemeting solar, wind, in conjunction with high efficiency construction methods and materials. The downside is that the home-owner would pay for this all upfront. You'd add about $20,000 to the price tag of the house. I don't see this ever happening without tax incentives or regulation.
Until these components are manufactured in enough numbers to have economy of scale, they'll continue to be expensive.

Over here you get a taxbreak if you install a solar boiler which uses the sun to keep your house heated and stuff.
