In this case the ref didn't see a foul and so he called the TKO, it can only change on appeal to the commission, which I imagine there's going to be.

And unless something has changed recently, the Ref is not allowed to review a replay before determining the outcome, he isn't supposed to look up at the big screen to make the call. In otherwords, if he didn't see the eye poke, he has to call the fight a TKO (because the downed fighter was unable to protect himself). On the otherhand, the Commision can and will use the replays upon appeal.
