Its got to be better than the current system. 10% of all purchases go to taxes. If I spend $200 a week for stuff then I pay $20 in taxes. If I buy a $25,000 car then I pay $2500 in taxes on it.
If I spend $1,000 a week I pay $100 in taxes....see? The more I spend the more I pay in taxes.
This would also hit the illegal immigrants who only pay sales tax when they buy something (which only benefits the state) and who send all their money back home.
I dont know any numbers, so I cant say if this would increase the amount of tax dollars or not, but I will look it up.

As other have mentionned, not everything scales in a budget.
I haven't checked the average percentage of the monthly revenues that is allowed for food, but I'm pretty sure if Bill Gates' own budget was in check with that average, he'd be as fat as a fucking house.
It's usually safe to assume that the larger your income, the larger the part of it that is used for frivolous luxuries.
Now I'd much rather tax the rich bastard's frivolous luxuries than the very basic necessities of a lower-class family. And if it means he'll have to settle for "just" a 42 inches plasma TV rather than 50 inches so that a 4 person family can have decent meals for a month, well I'm willing to make that sacrifice.
