I dropped a guy once with one of those "wimpy" kicks where you raise the knee like a front kick and then flip it over sideways into a "powerless" snap-roundkick. Was wearing shoes and caught him in the solar plexus. . .and then was helping him off the floor and trying to restore his breathing.
Its amazing the mind **** people will use just to support the propaganda of their techniques.
Its not good enough to just say, "This is the way we kick". Some self aggrandizing politic has to come in to fortify a position.
"Puny human, you weak, me strong, ughhh, hulk smash." Its stupid.

there ya go...........
I learned several round kicks. The one I tend to use sounds kinda like KFDW's. I was taught to kick that way, but use my shin (MT style) instead of the instep.
Just a visual for you all:

And to further illustrate Ronin's point, here's a webpage describing the differences betweene each of those kicks. http://www.kyokushinmail.com/koya/KickInstruction.htm
Look about halfway down, in the "round kick" section for a useful diagram.

Is it normal or acceptable to get up on your toes like that doing a kick to the head?

Ball of the foot, not the toes.
Hard kicks with much speed and momentum will bring you up on your toes, its just natural.
Form wise, you never drill a kick into the air like you do a bag or a target, so its easier to control and keep your planted foot flat.

All three places I've trained Thai taught getting up on your toes for round kicks. Gives you a better pivot to swing your hips.

Yes, but according to KFDW, that kind of kick isn't very hard.
